Franklin Hockey League 09-10 Rules
The following guidelines and rules are to be considered a contract. Each player wanting to participate in the FHL is responsible for understanding and following these rules at all times. Any obvious ignorance of these rules could lead to a suspension or an expulsion from the FHL. These guidelines and rules are subject to change, and all players are expected to adapt accordingly. The referee is sole determiner of the game. He may consult with the commissioner or who he deems necessary for any assistance regarding game play. His ruling is final.
Rules of Play Each team will use four players and an assigned goalie. Captains may agree to play different if there are not enough players for a team.
Each Best-of-Five Series is to begin at the scheduled time.
Each game has a 13-minute running clock, except for the final minute in regulation.
If the game is tied at end of regulation, then teams will play a 3-minute Sudden Death overtime of three on three.
If teams remain tied at end of Sudden Death, then teams will enter into a shootout. Hand passes to a teammate are legal Clock stops on Out of bounds when a power play prevails.
Shootout rules: A coin flip will determine which team shoots first. (RPS)
Both team captains will name a shooter for each of the three rounds.
If the score is tied after three shootout rounds, then sudden death rounds will follow with any shooters and none to repeat. Each team will get a chance to shoot in the sudden death round. The shooter must have participated in that game.
Penalties: All minor penalties are one minute in length, unless determined to be more serious.
Minor Penalties include but not limited to:
• High-sticking – playing the ball with the stick above ones shoulder · Throwing your stick in any way (including celebration) · Arguing any penalty. – Unsportsmanlike conduct · Fighting – Calendar Year Ban Other Penalties may be called if blatant. (holding, hooking, too many men, obstruction, etc..) Face off in Penalized teams zone after Penalty
Ball Out of Bounds: *The first player to touch the ball wins possession and a free inbounds pass.
*The defense must allow a stick length of clearance (approx. 5 feet) for the inbound pass. *Ball going under the fence will result in a face off at the nearest face off area. Trees telephone pole and wires are in play if the ball falls in play. Players must bring the ball in play before restarting. (Ex in grass, underneath roof) · If behind goal then ball must be brought up to the boundary line.
Ball Out of Play: The team that touches the ball prior to it leaving the field of play loses possession to other team.
Disputes: All disputes are to be settled by the Referee. In order to preserve the integrity of the game, The Referee may adjust guidelines or rules that may have an immediate impact on the game. Captains are responsible for their players knowing the Rules.
Only Captains or his designee may question the decisions of the referee for clarity only.
Uniforms/Names: Each team must wear the same or a similar color jersey.
Entry Fee: There is a 10 dollar one time entry fee to play .Fee is due by the close of week 3 games. Failure to pay means you forfeit playing a week.
Trades Trades are permitted but must be approved by the designee of the Commissioner. Each side needs to make an agreement and submit it to the Designee and wait for approval.
Waiver Drafts There will be only one waiver draft with a designated week. The days will be determined. Selection based on standing, lowest to highest.
